Get FIO Chain Fee

Returns FIO Chain fee amount for supplied fee type. If fio_address is passed and the fee can be paid with bundled transactions and the supplied fio_address has enough remaining bundled transactions, the fee returned will be 0.

FIO Chain fees are associated with an endpoint. It should be provided here, even if action is sent using push_transaction. It is recommended to run this call before every signed transaction to FIO Chain.
