Get Actor

Convenience method, which returns the actor for the supplied FIO Public Key. The FIO Chain is not checked for existence of this actor, it simply converts the key to actor using hash function.

400HTTP code 400 is returned when request was malformed or contained improper values. The response body will indicate the name of the incorrect field, its type, and the value the service received.
